What the invoice must show
Compare your draft with this checklist. What applies depends on the parties, the transaction, your tax status and the document type.
- Issue date and a unique sequential invoice number.
- Seller's and buyer's names and addresses, with the seller's Finnish VAT identification number. The buyer's VAT number is also required where reverse charge or an intra-EU supply applies.
- Quantity and nature of the goods, or extent and nature of the services, and the supply date (or prepayment date) if it differs from the issue date.
- VAT base for each rate or exemption, unit price excluding VAT, any discount not already in the unit price, the VAT rate applied and the VAT amount payable.
- Reference to the exemption or reverse charge where it applies, and for corrections a reference to the original invoice and what changed.
Key numbers
- Standard VAT rate
- 25.5%Source ↗In force since 1 September 2024 (previously 24%).
- Small business VAT threshold
- EUR 20,000 a yearSource ↗Applies from 1 January 2025 (previously EUR 15,000); deregistration needs two consecutive years below the limit.
- Late-payment reference rate
- 2.5% (H2 2026)Source ↗Commercial late interest is 10.5% for 1 July to 31 December 2026 (reference rate plus 8 points).
Tax notes
For reverse charge the invoice must carry the words 'Reverse Charge' and the buyer's VAT number, and must not show a VAT rate or VAT amount. A plain statement of exemption, such as 'VAT-exempt supply', is enough.
Intra-EU goods invoices must be issued by the 15th day of the month after the supply, and services under the general rule by the 15th day of the month after the month in which they were supplied.
Simplified invoices are allowed for smaller sales up to EUR 400 including VAT according to the archived Vero guidance; confirm this limit on the current Vero page before relying on it.
Electronic invoicing
Finland has no general B2B e-invoicing mandate. Under the Act on Electronic Invoicing (241/2019), public bodies and businesses can demand e-invoices from suppliers since 1 April 2020, and VAT rules allow an e-invoice only where the buyer has accepted electronic invoicing.
Late payment
Under the Interest Act (korkolaki 633/1982), late interest is the Bank of Finland reference rate plus 7 points for general claims (section 4) and plus 8 points for commercial contracts (section 4a). The reference rate is 2.5% for 1 July to 31 December 2026, so commercial late interest is 10.5% for that half-year. A fixed EUR 40 compensation applies to late commercial payments.
Record keeping
Keep VAT invoices for at least six years from the end of the year after the tax period. The Accounting Act can require longer for accounting records.
Watch out for
- The Vero invoice requirements page used here is an archived version (valid 2019 to 2023); check the current invoice rules, simplified-invoice limit and retention period on vero.fi before relying on them.
- The standard rate has been 25.5% since 1 September 2024 and the reduced rate is 13.5% since 1 January 2026, so invoices must use the rate in force on the supply date.
